Fabian Shepard
Founder & Principal
Fabian Shepard is an experienced strategist, whose broad network of associates span many industries and professional fields. His history of successes in fundraising, organizational development, and cross network leadership have resulted in a history of successful outcomes.
As a former U.S. Army medic in a Special Forces group, Fabian continues to serve others. He holds firmly the idea that everyone's vessel is lifted in a rising tide. No matter what challenges exist, the solution-oriented process of Shepard Public Affairs will overcome them.

More than 40 years of senior-level experience in human resources has provided Rick with unique insight into the diverse worlds of banking, construction, and government. He helps organizations navigate strategic human resource challenges in a way that benefits both employees and organizations.
Rick served 26 years as Chief Human Resources Officer for the Midwest region of NationsBank in its predecessor bank; four years as Kansas Secretary of Labor; and 10 years as Senior Vice President of Human Resources at JE Dunn Construction.

A former Speaker of the Kansas House of Representatives, Ray spent nearly two decades in the Kansas legislature, serving in both the House and Senate. After time in the U.S. Marine Corps, he was in sales for Folgers Coffee. He also founded MJM Management Company, a property management company for suburban shopping centers in the Kansas City metropolitan area.
Ray is a former vice president/general manager for Myron Green Cafeterias Company and Treat America.
A graduate of the National FBI Academy, Frank's 45-year law enforcement career included more than two and a half decades as sheriff of the largest county in Kansas, with a population of over 600,000, and service as Undersheriff and a municipal chief of police. Frank's advocacy with lawmakers transformed law enforcement in Johnson County and led to the establishment of a nationally recognized and internationally accredited criminalistics laboratory, the construction of a state-of-the-art communications center, the development and construction of a Juvenile Justice Center, and the creation of a certified medical examiner's office that opened after his retirement.
Frank has served as the legislative liaison for the Kansas Sheriff's Association and as president of the Kansas Peace Officers Association.
